CMS Releases FY2013 Proposed Physician Fee Schedule; New Care Coordination Payment

On July 6th, the Centers for Medicare and Medicaid Services (CMS) published its proposed rule that would update payment rates for services furnished by physicians and non-physician practitioners under the Medicare Physician Fee Schedule for 2013. The rule also includes several proposed changes to quality related programs impacting physicians, including the Physician Quality Reporting System; the Electronic Prescribing Incentive Program; and the physician value-based payment modifier.

Supreme Court Justices Uphold Affordable Care Act’s Individual Mandate

Today, the Supreme Court issued a historic ruling, upholding the Affordable Care Act’s individual mandate—the requirement for most individuals to obtain health insurance. The Court upheld the individual mandate by a vote of 5 to 4, finding it constitutional under Congress’s taxing authority. While the court also upheld the federal government’s ability to expand Medicaid coverage, the Justices ruled that the government could not withdraw existing Medicaid funding from states that opt out of the expansion.

CMMI Announces Second Batch of Health Care Innovation Awards; MedPAC Releases June 2012 Report

Last week, the Centers for Medicare and Medicaid Innovation (Innovation Center) announced the second and final batch for the Health Care Innovation Awards funding opportunity. As a reminder, the Health Care Innovation Awards, authorized by the Affordable Care Act, will fund up to $1 billion in grants for projects that aim to improve care and lower costs for people enrolled in Medicare, Medicaid and Children's Health Insurance Program, as well as enhance the health care workforce.

CMS Announces 45 Insurer Commitments to Participate in the Comprehensive Primary Care Initiative

The Centers for Medicare and Medicaid (CMS) have announced commitment from 45 commercial, federal and state insurers in seven markets to work with CMS under the Comprehensive Primary Care initiative, which seeks to foster collaboration between public and private health care payers to improve health outcomes. Under the program, CMS will pay primary care practices a monthly care management fee to support enhanced, coordinated services. Simultaneously, participating commercial, state, and other federal insurance plans will also offer an enhanced payment for coordinated primary care ton behalf of their members.

PCORI Approves Final National Priorities for Research and Research Agenda; Releases Funding Announcements

Yesterday, May 22, 2012, the Patient-Centered Outcomes Research Institute (PCORI) Board of Governors approved the final version of its National Priorities for Research and Research Agenda, a framework to guide the funding of comparative clinical effectiveness research that seeks to give patients and those who care for them the ability to make better-informed health decisions.

House Passes Sequester Replacement Measure

Today, the House of Representatives passed H.R. 5652, the Sequester Replacement Reconciliation Act. The bill is a Republican led measure to avert deep cuts in defense spending that are scheduled to go into effect in January of 2013, as well as make additional spending cuts to reduce the deficit.

CMS Issues Proposed FY2013 Payment and Policy Changes for Acute and Long-Term Care Hospitals

Yesterday, April 24, 2012, CMS issued the much anticipated annual proposed payment changes for inpatient stays in acute care and long-term care hospitals (LTCH) for fiscal year (FY) 2013. The rule projects that total Medicare spending on inpatient hospital services will increase by approximately $175 million and LTCH’s will increase by $100 million in FY2013.

CMS Announces First Set of Accountable Care Organizations

On Tuesday, April 10, 2012, the Centers for Medicare and Medicaid Services (CMS) announced the selection of the first 27 accountable care organizations (ACOs) to participate in the Medicare Shared Saving Program. The selected ACOs will aim to create financial incentives for physicians, hospitals, and other healthcare providers to better coordinate care and improve the health for nearly 375,000 Medicare beneficiaries, all while lowering the participating organizations’ costs and eventually sharing in the collective savings.

HHS Requests Comments on Causes, Impact, and Solutions to Medication Non-Adherence

The Office of the Assistant Secretary for Health at the Department of Health and Human Services (HHS) issued a request for information about causes and potential solutions associated with medication non-adherence in adults with chronic conditions. The request aims to gather comments from stakeholders "on both barriers to medication adherence and strategies for overcoming those barriers to improve public health."
