Senate Finance and House Ways & Means Leaders Introduce Post-Acute Care Bill

Today, Senate Finance Committee Chairman Ron Wyden (D-OR) and Ranking Member Orrin Hatch (R-UT), and House Ways and Means Chairman Dave Camp (R-MI) and Ranking Member Sandy Levin (D-MI) introduced the Improving Medicare Post-Acute Care Transformation Act of 2014 (IMPACT Act). The bill would standardize the collection of post-acute assessment data to better inform Medicare payment reforms for post-acute care (PAC), including for Long Term Care Hospitals (LTCHs), Inpatient Rehabilitation Facilities (IRFs), Skilled Nursing Facilities (SNFs), and Home Health Agencies (HHAs) .

As you may recall, last Summer, NTOCC submitted comments in response to the House Ways & Means and Senate Finance Committees call for information from stakeholders regarding ways to strengthen the PAC system. The bill will set the stage for PAC payment reform by requiring data standardization to enable Medicare to compare quality across different PAC settings; improve hospital and PAC discharge planning; and use this information to reform PAC payments.

The bill is expected to be considered on the House floor in July. NTOCC staff will continue to review the legislation and work with NTOCC’s Policy & Advocacy Workgroup to assess the details of the bill and its effect on care transitions policy.
