CMS Releases 2016 Proposed Physician Payment Rule

Today, the Centers for Medicare and Medicaid (CMS) released its proposed rule for calendar year 2016 that updates and revises payment policies under the Physician Fee Schedule. This is the first physician payment proposed rule since the repeal of the Sustainable Growth Rate formula earlier this year and reflects an attempt by CMS to implement the Merit-Based Incentive Payment System, the new payment system required by the legislation.

Of importance to the NTOCC community, the proposed rule asks for comments around improving the transitional care management and chronic care management (CCM) codes and possible inclusions of new codes or add-on codes to better represent the work specific to primary care coordination of complex patients. Additionally, the rule proposes CCM payment for Federally Qualified Health Centers and Rural Health Clinics.

The rule also proposes a new policy that would pay doctors for voluntary conversations with Medicare patients that have been diagnosed with a serious illness. This is a major step towards encouraging advanced care planning for older Americans on Medicare. You may access a press release about the rule here and a fact sheet here.
